A well-functioning market economy requires equal treatment of all economic agents. According to the arm’s-length principle, personal or other ties of persons in leadership should have no bearing on business choices involving more than one party. This definition of corruption must adhere to the following fundamental elements. Corruption is defined as the deliberate violation of the arm’s-length principle to gain an advantage for oneself or associated persons. Here I adopt the definition from Begovic (2005). Secondly, it is essential to define the concept of corruption. To propose solutions would require interventions that disrupt that kind of market. By giving it that classification, I acknowledge that it has demand and supply side players with a price and an equilibrium. The following is a review of the EACC National Ethics and Corruption Survey.įirst, it is essential to reiterate that corruption is a market phenomenon. The survey findings are organized into five sections: (i) perceptions of corruption and unethical behaviour, the (ii) magnitude of corruption in government, (iii) corruption in county governments, (iv) provision of national government services, and (v) public support for anti-corruption initiatives.
